I don't know anything of these tools or whether these are good or not,
but

Executing commands according to rules instead of in the order in which
they appear is the great idea which gave us famous make. Bras is a
similar rule-based tool that uses Tcl like sysntax and has other
extensions that are more easily used and specified. 


Cook:

Cook is a tool for constructing files. It is given a set of files to
create, and recipes of how to create them. In any non-trivial program
there will be prerequisites to performing the actions necessary to
creating any file, such as include files. Cook provides a mechanism to
define these.
