cannot load /tmp/wml.7925.tmp2 for unprotection

I am getting the following error when trying to run
wml:

cannot load /tmp/wml.7925.tmp2 for unprotection 

I checked the Mailing List archives for this and there
was some discussion but no resolution that I could
find.

Here is the run with -v3. It seems to die in pass 1.
