This message means there is no output at all.

You misunderstood the example listed in your post, the files nb.wml,
.wmlrc, foo.wml and bar.wml are all parts of this example.
The navbar is defined in nb.wml with 3 buttons named ``foo'', ``bar''
and ``baz''.  Files foo.wml and bar.wml are examples of how to include
this navbar in your documents. Only foo.wml and bar.wml have to be
processed through wml, other files are included when processing.
