I've got the same problems after upgrading RedHat 5.1 to RedHat 6.1 (which
included the update of perl)...

My solution was:

$ make distclean          (or installing wml-1.7.4.tar.gz to another path)
$ ./configure --prefix=/path/to/wml
$ make
$ make test
$ make install

... and everything worked as expected ;-)
