As Davor already noticed vim is able to use 'embedded' syntax - just
like wml uses embedded perl ;) The file simply extends the html-syntax
and embeds the perl.vim syntax description between <: and :> (or even
<perl> and </perl>).

It's just a random fortune, don't take it too serious. I don't smoke
