 Nothing is impossible in emacs.

The font lock sequence can be a regular expression, or a function!
and the function could comprehend regions delimited just as the vim
code does.

I say all this, and I am the author of the Verilog HDL emacs mode;
however, I too, just use the html highlighting....  Too busy, and the
existing bit works good enough form me *sigh*

I'd be happy to advise someone wanting to dive in...
