Hmmm, i believe that documentation is clear enough.
By default
    <lang:en: >
    <lang:en> ... </lang:en>
With the `short' attribute
    <en: >
    <en> ... </en>

Anyway i see no reason not to always define the long version, and will
modify wml::std::lang.
