I tried to compile it on a RH5.2 box, and i failed because of missing
header files i cannot install.  But this Makefile was right:

  #   imported Perl 5 parameters
  perl_prog       = /usr/bin/perl
  perl_cc         = cc
  perl_optimize   = -O2
...

I compiled wml_common/bitvector without any problem.  So i do not see
what your problem is.
