my humble website www.novas.org has nested navbars galore. And it works.
Maybe I don't make use of all the labour-saving features of wml, but it
does save work for me!
Check out the "about" page for some hopefully enlightening extracts of the
source code. I hope that's up to date, I generated it a while ago and don't
use scripting to keep the extracts.tgz in sync  with current wml's :-).
