That worked. I am getting there. WML and WMK both work... Except there
are some issues that stop it running... The major one is that the
.../aux/... Directory is not legal in Cygwin. That is because AUX is a
physical device - com port from memory. I am looking through this to see
what I can do.

I have also disabled all the STRIP commands at the moment since they
were causing me problems. 

It is looking more than hopeful that we will have WML running under
windows soon

Indeed, I looked into ExtUtils::MM_Unix and it seems that double colons 
are replaced by dots on MS Windows.
Then in wml_include/Makefile, you could s/::/./g
