I am unable to reproduce this bug on my box, sorry.
Here is the tail of `perl -V':
   Characteristics of this binary (from libperl):
     Compile-time options: USE_LARGE_FILES
     Built under linux
     Compiled at Jun 22 2001 18:52:37
     @INC:
       /usr/local/lib/perl/5.6.1
       /usr/local/share/perl/5.6.1
       /usr/lib/perl5
       /usr/share/perl5
       /usr/lib/perl/5.6.1
       /usr/share/perl/5.6.1
       /usr/local/lib/site_perl
       /usr/local/lib/perl/5.6.0
       /usr/lib/perl5/5.6
       /usr/lib/perl5/5.005
       .

The /usr/lib/wml/include/sys/bootp3.wml file contains
      unshift @INC, qw(
          /usr/lib/wml/perl/lib
          /usr/lib/wml/perl/lib/i386-linux
      );
and IO shared object is located at
  /usr/lib/wml/perl/lib/i386-linux/auto/IO/IO.so

Could you compare these values to yours?
